The Illinois Governor issued Executive Order 2020-10 concerning the COVID-19 epidemic. Pursuant to paragraph 4 of the Order, prohibited forms of travel include “automobile, motorcycle, scooter, bicycle, train, place, or public transit.” Golf carts within the Village of Forrest are considered a form of automobile travel pursuant law, as well as public ordinance. Use of golf carts for “casual strolls” around the Village as comments indicate throughout social media are direct violations of the “stay at home” provisions within paragraph 1 and paragraph 14 of the executive order, because Village residents are not using the golf carts for “essential travel.” Abuse of travel was the direct concern of the Village in allowing residents to continue operations of golf carts during the duration of the Governors executive order. Finally, numerous people on golf carts are not following “social distancing” requirements as defined by paragraph 15 of the executive order. Failure to follow these requirements places the health of Village residents at risk, and the health of Village resident is something the Village board is continually looking to protect. Violations of the ordinance will be enforced by State and law enforcement, as well as carry fines pursuant to the Village of Forrest ordinances. Cooperation during unprecedented times is paramount to the protection of all people. Continued cooperation will be expected as enforcement of the Executive Order by the Village is not discretionary.
It is important so the village employees can schedule a time to install the new meter.
